Israel’s Hostage Dilemma

How not to reward Hamas.

Today, William Burns, the director of the CIA, is expected to meet with the prime minister of Qatar in an effort to negotiate the release of Israeli hostages held by Hamas. This is just one of a stream of news items over the past week suggesting that progress is being made in these negotiations, all of which must be taken with a grain of salt. (For instance, reports yesterday morning that Benjamin Netanyahu was flying to Cairo for talks turned out to be false.) Yet there is reason to think Hamas may be more pliable than previously: it has been abandoned by Hizballah, Israel appears determined to fight on in Gaza, and Donald Trump, who has been threatening consequences, will soon be in office.
