Last month, the White House confirmed that it had secured the release of five U.S. citizens being held hostage by the Islamic Republic, in exchange for $6 billion. Richard Goldberg, in conversation with Dan Senor, explains why this swap is likely to encourage more hostage-taking—not only by Tehran, but also by Moscow. Moreover, Goldberg fears that the ransom payment is likely part of the administration’s attempt to negotiate a new and ill-conceived nuclear agreement with Iran while avoiding congressional review.
