In 2019, then-presidential candidate Joe Biden declared that “it is long past time to reassess our relationship with the Saudi government and its ruling monarchy,” a sentiment he and his foreign-policy advisers have since echoed. Moreover, there is growing hostility toward Riyadh in Congress over human-rights abuses, the war in Yemen, and other matters.
